LEVA-EU’s Influence on the Definition of Light Means of Transport (LMT) Batteries

WHY

The EU’s original proposal defined LEV batteries as sealed, under 5 kg, and used only in seated vehicles with ≤750W motors.

This created major issues:

  • E-scooters and other non-seated vehicles were wrongly excluded and classified as EV batteries.
  • The power limit was ambiguous, with unclear interpretation of “watts.”
  • Small LEV manufacturers faced unrealistic compliance requirements.

Such definitions threatened fair competition, innovation, and sector viability—prompting LEVA-EU to intervene.

WHAT

LEVA-EU identified critical flaws in the EU’s initial battery definition for Light Means of Transport (LMT) and acted to prevent unfair regulatory treatment for LEV manufacturers.

SUPPORT & UNITE

LEVA-EU engaged directly with the European Commission to highlight the proposal’s harmful effects.

We contributed technical and industry insights to the Joint Research Centre (JRC) study and united industry voices behind the need for a dedicated and fair LMT battery category.

FAIR LEGISLATION

Through sustained advocacy, LEVA-EU helped secure:

  • A new LMT battery category, formally adopted at EU level.
  • Regulatory clarity, ensuring LEVs are treated fairly and consistently.
  • Reduced compliance burden for LEV companies.
  • A stronger industry voice, reinforcing the role of LEVA-EU in shaping balanced legislation.
